Sullivan County Arrests Sept. – Oct. 2023

The Sullivan County Welfare Fraud Task Force has arrested: 

            September 16th, 2023 – Stephanie Scanna 39 of Neversink NY, was arrested and charged with Petit Larceny a class A Misdemeanor and Misuse of food Stamps a class A Misdemeanor. It is alleged that Stephanie Scanna did steal $380.13 in SNAP benefits from the Sullivan County Department of Social Services. It is also alleged that on 6 different dates between May and June of 2023, Stephanie Scanna used a SNAP benefit card at several different locations in Sullivan County, the benefit card had previously been issued to Cynthia Schuman who was deceased and had passed away on April 29th 2023. Stephanie Scanna was processed and released on an appearance ticket to return to the Town of Liberty Court at a later date.

            September 29th, 2023 – Christopher N. Vanlowe 43 of Liberty NY, was arrested and charged with Grand Larceny in the 4th Degree a class E Felony and Criminal Impersonation 2nd Degree a class A misdemeanor. It is alleged that on July 6th, 2023 Christopher Vanlowe did assume the identity of another Sullivan County resident in order to obtain a NY State Drivers License in that person’s name to seek employment as a truck driver for a local company in Sullivan County. It is also alleged that during this same time period in July that Christopher Vanlowe was homeless and being housed at the Knights Inn by the Sullivan County Department of Social Services. During the month of July Christopher Vanlowe, under an assumed identity, did have unreported income as a truck driver, this unreported income resulted in Christopher Vanlowe stealing $2,508 in Temporary assistance in the form of housing from the Sullivan County Department of social Services. Christopher Vanlowe was processed and arraigned in the Town of Liberty Court and was remanded to the Sullivan County Jail pending a future court date in the Town of Liberty.

            October 20th, 2023 – Andres Castro 52 of Monticello NY, was arrested and charged with offering a False Instrument in the 1st Degree a class E Felony and Welfare Fraud in the 3rd degree a class D Felony. It is alleged that Andres Castro did steal $3,389 in SNAP benefits from the Sullivan County Department of Social Services, by failing to disclose a second source of income in the household from his wife’s employment on a SNAP application dated July 28th 2021. During the time period of July 28th, 2021 and continuing through January 31st, 2022 Andres Castro was in receipt of SNAP benefits, the unreported income from his wife’s employment at Veria Lifestyle resulted in Andres Castro stealing $3,389 from the Sullivan County Department of Social Services that he would not have otherwise been entitled to. Andres Castro was processed and released on an appearance ticket to return to the Town of Liberty Court at a later date.
